The inclusion of "User Debby" in your Pictures library explains why you were seeing those files when "Hide protected operating system files" was turned off.
Windows 7 introduced the concept of "libraries. By default, each library includes two folders, one of which is for your private files and the other is for "public" files that is, files that any user logged on to the computer can access. When you click the "Pictures" or "Documents" or "Music" buttons on the Start Menu, you go to the corresponding library.
Very often, people will put files in a different location than the default "My xxx" folder. For example, if you have a lot of music files, you might want to put them on a different hard drive.
In that case, Windows 7 allows you to add that folder to the library, so all of your music is now in the "Music" library. The "structure" looks like this:. If you're used to going to your Pictures library to find everything including documents, music, videos, and everything else in addition to pictures, you can leave things as they are.
I suggest, however, that you remove "user Debby" from the Pictures library. This won't delete anything, it will just no longer collect everything you have into the Pictures library.
